NOTICE OF SPECIAL REGIONAL SCHOOL DISTRICT MEETING

of the qualified electors of the participating towns of Charlestown, Hopkinton and Richmond, joined together as the Chariho Regional School District.

To be held in the

CHARIHO REGIONAL MIDDLE SCHOOL AUDITORIUM

on Switch Road in the Town of Richmond

Thursday, November 12, 2015

at 7:30 P.M.

To the respective Town Sergeants and Constables, or any of them in the Towns of Charlestown, Hopkinton and Richmond.

Greetings:

You are hereby required to call and warn all electors of the respective towns of Charlestown, Hopkinton and Richmond, who are voters qualified in their respective towns to vote at the financial town meeting next preceding this Chariho Regional School District meeting and also those voters who are certified by the Board of Canvassers in their respective towns as qualified to vote in their respective towns on any proposition for the imposition of a tax or for the expenditure of money, to assemble in the Special Chariho Regional School District Meeting of the participating towns of Charlestown, Hopkinton and Richmond to be held in the Chariho Regional Middle School Auditorium on Switch Road in the Town of Richmond on Thursday, the twelfth day of November A. D. 2015 at seven thirty Post Meridiem time (7:30 PM) pursuant to the provisions of an Act passed at the January session A. D. 2006 of the General Assembly of the State of Rhode Island and Providence Plantations entitled, "An Act in amendment of and in addition to Chapter 286 of the Public Laws, 1986, and Chapter 279 of the Public Laws, 1997, entitled 'An Act in Amendment of and in Addition to Chapter 55 of the Public Laws, 1958, Entitled ‘An Act Authorizing the Towns of Charlestown and Richmond together, or together with the Town of Hopkinton, to join in a Regional High School District, Incorporating said Regional High School District and Providing for the Issuance of Bonds, Construction and Operation of a Regional High School for the Joint Use of the Participating Towns, within said Regional High School District established by this Act as amended'", as amended, for the purpose of considering and acting upon the following propositions:

I. Shall there be established a Regional School District Building Committee, which shall be charged with the responsibility and authority:
a. to undertake consideration of constructing, preferably as an addition to the Middle School, furnishing, and equipping The R.Y.S.E. School to replace existing leased and portable classrooms and restoring, repaving and landscaping the current site of the modular classrooms; to endeavor to limit overall expenditures for all such undertakings within an amount not to exceed the sum of six million dollars ($6,000,000) in the aggregate; and to report the findings and recommendations of said Building Committee to the Regional School District Committee and to each of the member Town Councils within six (6) months from the date of the first meeting of such Building Committee; and
b. if, upon authorization by act of the general assembly or otherwise, appropriate funding is approved by the electors of the Regional School District, to secure competent architectural and engineering and other appropriate services for the purpose of making of surveys, the preparation of plans, and specifications for constructing, preferably as an addition to the Middle School, furnishing, and equipping The R.Y.S.E. School to replace leased and portable classrooms and restoring, repaving and landscaping the current site of the modular classrooms; and
c. if appropriate funding is so approved by the electors of the Regional School District as aforesaid, to construct, preferably as an addition to the Middle School, furnish, and equip The R.Y.S.E. School to replace leased and portable classrooms and restoring, repaving and landscaping the current site of the modular classrooms, all in accordance with the purposes and provisions of the Chariho Act (P.L. 1986, Chapter 286, as amended); and
d. if appropriate funding is so approved by the electors of the Regional School District as aforesaid, to make all contracts and agreements which may be necessary for the exercise of the powers vested in said Building Committee;
e. PROVIDED, HOWEVER, that said Building Committee shall not make any expenditures or incur any liability unless the necessary appropriations therefore have been authorized by the electors of said Regional School District, or, if pursuant to act of the general assembly, any bonds which may have been so authorized and approved thereunder have been successfully sold; and
f. the term of said Building Committee shall expire at such time as any authorized building shall have been constructed and accepted by the architects engaged by the Building Committee and for one (1) year thereafter, whereupon the office of said Committee shall terminate?

II. Shall the budget of the Chariho Regional School District for the 2015-2016 fiscal year be adjusted so as to allow the transfer of funds from the fund balance in the amount of ten thousand ($10,000) dollars, with any additional amounts deemed necessary in carrying out said Building Committee's approved responsibilities to be approved by vote of the Regional School District Committee, for the purpose of providing funds in said amount to the Regional School District Building Committee, which funds are to be used by said Building Committee at its discretion, for necessary and proper expenses it may incur in carrying out said Building Committee's responsibilities as charged by action of the voters of the Regional School District assembled in a Regional School District Meeting; provided however, that any of such funds which are not expended by said Building Committee shall be returned to the General Fund of the Chariho Regional School District?

III. To transact any and all business that may be lawful at said meeting.

By authorization and directions of Said Act hereinbefore quoted. Witness the hands of the Clerk of the Chariho Regional School District and Chairperson of the Chariho Regional School District Committee affixed hereto this twenty-seventh day of October, 2015.
